I sketch out the drawing on actual paper, scan it into Procreate just by adding in a photo, I trace over it with lineart, and then I put down flat colors. Then, It’s just a matter of changing the shading layers to multiply and using an array of airbrushes.

But I think you meant what app, so I use Procreate and, very rarely, Sketchbook. I recommend Procreate, but if you want something more simply, Sketchbook isn’t a bad way to go. But, for Procreate, I would recommend getting an Apple Pencil or some sort of pen that you can use to draw, not your finger. Sensitivity is key.
